Shuts down automatically during the night, or when the sun is not visible, e.g. during intense storms.
Currently under standard gameplay scenarios, solar panels work between 8am to 9pm => night is~5.5 minutes/330 seconds , producing 15600 energy everyday. But as 11/24 of those energy (7150) should be consumed during night periods, it is suggested to build 0.7 additional energy storage for each solar panel. This issue also makes solar panels not really as cheap and small in size as they appear to be.
